The U.S. government sends Jake Grafton to Hong Kong to find out how deeply the U.S. consul-general, Tiger Cole, is embedded in a dangerous plan to overthrow the Chinese regime. he takes his wife Callie with him. They haven't returned to the island since their first meeting there, and Tiger Cole is an old friend from those days.
