The importance of the translator in a work of this type certainly cannot be ignored. As in all translations of excellence, the original text has not been transcribed'~too literally and the author has sanctioned such modifications as have been added at the discretion of the translator. An addendum by Professor Brose serves to bring the reader up to date on the more recent developments on atomic and sub-atomic physics. The Mathematical Appendix is transferred from the original text and is intended to serve those who are more advanced.
