GRI Funding Mechanism Approved

ver the last ten years, deregulation has revolutionized the natural gas industry. Even the industry's research arm has felt the pressures of the new regime. Beginning in the early 1990s, the onset of competition imperiled the uniform volumetric surcharge, which had served as a source of funding for the Gas Research Institute since its formation in 1978.

Faced with the prospect of member resignations, GRI proposed to modify its funding mechanism. However, consumer advocates voiced strong objections to the new proposal, claiming it would impose a disproportionate burden on captive customers. In Public Utilities Commission of the State of California v. FERC, No. 92-1647 (May 31, 19341, a settlement respecting GRI's 1994/95 hnding mechanism has just been approved by the D.C. Circuit, apparently assuring continued funding for at least the near term.
