Kellerman, who worked for Portland General Electric before taking this job, says Citizens is reminiscent of the gas marketing industry in its infancy several years ago. As he puts it, Citizens is a product of the emerging competition in the electricity market, and it is "nicely positioned in a middleman's role to make matches that make sense work."
With low overhead and a staff of under ten, it has to be efficient and creative because it works on thin margins, Kellerman points out. He stresses the independence of Citizens, which, unlike companies owned by other entities, he says, does not have to move certain assets or "move money from ratepayers' pockets to stockholders' pockets."
''We specialize in trying to understand what utilities need and structure deals accordingly," says Kellerman, adding, ''We can keep cost-effective transactions costeffective without taking a pound of flesh along with them."
