When I was offered the opportunity to write this column, I asked myself which of the many issues facing state regulators I should take on first. I have received enough calls from regulators in other states wanting to talk about future gas-supply arrangenmts to launch the column with this issue.

Why the sudden interest in a somewhat murky area state regulators used to be happy to ignore? Not long ago, the spot market could be counted on to supply flexibility, and alternatives. Before that, the pipeline could always be counted on. Today state regulators are getting very strong signals that gas supply is entering the real world, where nothing can be counted on unless it's paid for. These
