We are very pleased indeed to welcome Bill Renham and Amoco to our group of columnists. Amoco is the largest holder of U.S. gas reserves, so the company should know a little about producing gas.

Every few years, the United States Congress, in its infinite search for issues to address, turns its attention to natural gas. As is the case with so many subjects that Congress takes up, external events usually galvanize its interest. So it is in 1991, in the wake of last year's clean-air legislation and the Persian Gulf war. Forthe third time since the mid-1970s Congress is gearing up to pass potentially major natural gas legislation.

. . . the current debate in Congress is concentrating much more on so-called downstream issues such as new pipeline certification; import-export matfers; pipeline saIes and transportation rate issues; and cemin demand-re-Ioted elements, such as easing the regulation of safes of gas for use in natural gas vehicles.
