Blaire was born in Chicago in 1950 and raised in Memphis. She met her future husband while a student at the University of Tennessee-Knoxville and they married in 1970. Blaire took a BA degree in French from the University in 1971 graduating with highest honors. Blaire and Ken moved to Washington DC
