Historically, the natural gas industry, from wellhead to burner-tip, was structured to ensure this state of affairs. Distributors knew from the inception that reliable, safe, and economic natural gas service was a necessity, not a luxury. Moreover, the interstate pipelines that were constructed to serve distributors were designed, constructed, and operated to support this quality of retail service.
