Academic and industrial research on expert systems has been gathering strength in the UK since the late 1970s, encouraged particularly by the launch of the Alvey programme. Expert systems were beginning to be of significant commercial importance by 1986, and at this point a strategy study was commissioned by the UK's Department of Trade and Industry (DTI).

The quantitative basis for the study was provided by a series of reports on expert systems markets researched by Ovum, so the main research for the study concentrated on qualitative issues affecting the development of an expert systems strategy for Britain. In addition, a draft version of the report was discussed at a workshop attended by suppliers and users of expert
