Charge exchange reactions of the 'lLi nucleus have been measured by means of the inverse kinematics on proton and deuteron targets at (i3 .A Mei'. The isobaric analog state of the 'lLi nucleus has been found at E,.("Be) = '21.14 f 0.0:3 MeY with the width r = 0.25 'i:T MeV. Neutron halo effects and
