Part I of this paper elucidated the theoretical approaches to evaluating ( ) electron spin echo ESE decay in disordered systems for rigid samples. Here the treatment is extended to samples in which molecular motion occurs. Because most ESE experiments are run at low temperatures to detect ESE envelope modulation, the approach is developed for rotational motion only. The theoretical results are applied to interpret experimental ESE signals for systems in which rigid and motional conditions occur.
