Telecommunications. This column is updated for each edition of this journal to reflect those developments on a European level which are considered important for practitioners, students and academics in a wide range of information technology, commerce, telecommunications and intellectual property areas. It cannot be exhaustive but intends to address the important points. For clarity, developments are not kept on the table once finalized, readers should revert to earlier issues/academic texts for legislation which is more than six months old. This is a hard copy reference guide, but links to outside Web sites are included where possible. No responsibility is assumed for the accuracy of information contained in these links.

TELECOMMUNICATIONS LAW A. INTELLECTUAL PROPERTY 1. Copyright New Copyright Directive: Draft Directive on Copyright and Related Rights in the Information Society. Commission has submitted an amended proposal for a Directive on Copyright and Related Rights in the Information Society. It incorporates the majority of changes sought by the Parliament in February 1999, but continues to require Member States to provide network operators with an exception from the reproduction right for certain technical acts of reproduction, such as certain 'cache' copies. It recognizes that Member States may provide rightholders with fair compensation for private copying by analogue as well as digital means (COM (1999) 250).The full text of the amended proposal is available for downloading from the Europa site on the World Wide Web: .
