## Abstract The 1995 Kobe earthquake caused unprecedented damage to buildings and civil infrastructures in the city of Kobe and its surrounding areas. In order to evaluate the structural damage in this area due to the earthquake, it is important to estimate the distribution of earthquake ground mot

✦ Synopsis
The characteristic features of the Waring distribution render it particularly suitable as a model for the frequency distribution of scientific productivity. New methods for testing the fit at both ends of the distribution, as well as for estimating the parameters of the distribution and the total number of scientists, are outlined. Publication productivity data of 50 U.S. States and the District of Columbia are analyzed.
- How, if at all, can the size of a population of scientists be estimated from the number and the productivity distribution of publishing scientists? 2. Do the most productive scientists of a population represent the tail of an overall productivity distribution or do they belong to a separate "elite" subpopulation?
Answering the first of these questions would require the extrapolation of the number of scientists producing 1, 2, 3, etc. papers to those publishing no papers in a given period.
