✦ Synopsis

There were two mistypes in the paper: (i) The "upper" in the first line of page 93 should be "lower". L(ze -z')2 -28 keV" should be (ii) In the second line after Eq. (18), "zlEh ~ 4 e,-e2 = "1 zlEb 1~< ¼~ = 28 keV". None of the results nor conclusions given in the paper change or need modification.
