Despite their numerous theoretical advantages and the growing support they have been granted in the scienti®c, economic and political spheres, ®scal incentives still play a subordinate role in environmental policy. The reasons for this include the historical prevalence of command-and-control approaches, the demand for the revenues raised by most existing taxes, the failure of ®scal incentives to follow the recommendations of the normative literature, and the insuf®cient coordination and integration of the various environmental policy instruments. In response to these de®ciencies, this paper proposes the application of ®scal incentives for industrial pollution prevention and control based on an aggregate evaluation of the impacts of each polluting ®rm. The general principles of this approach and the main practical speci®cations of the corresponding model are described. The performance of such an approach is analysed.
