Describe early legislation as it applies to solid waste.
SOLUTION:
Prior to the passage of RCRA, little solid waste legislation existed. Practices that permitted technologies to remove pollutants efficiently from air and water streams, only to dispose of them indiscriminantly on land, were commonplace. Legislative authority to control solid waste disposal dates as far back as the 1899 River and Harbors Act, the main concern of which was keeping the waterways navigable, rather than keeping them clean. The following is a quotation from the Refuse Act, which comprise Section 13 of the River and Harbors Act: 1 . . . it shall not be lawful to throw, discharge or deposit, or cause, suffer or procure to be thrown, discharged or deposited either from or out of any ship, barge or other floating craft of any kind, or from
