The electromagnetic field equations are derived for a moving quadrupolar medium starting with a simple model which is later generalized. The (nonrelativistic) power flow, energy density, force density, and stress tensor are obtained, first from a model and then, by the application of the principle of virtual work for a general quadrupolar medium using a reasonable "thermodynamic" expression for the internal energy density. Finally, it is shown what the preceding expressions become when both dipole and quadrupole effects are present concurrently.
