✦ Synopsis
This paper examines, from a decision theory perspective, the effects of sanctions for first instance violations of Occupational Safety and Health Act standards. Current OSHA penalty provisions and administration are discussed. Single and multi-period decision models are developed, based on historical inspection and citation data. It is noted that, in general, a rational economic decision maker would choose not to comply with the Act until he were cited and forced to do so. Finally, recommendations for more effective public policy are suggested.
