The criteria for developing an effective velocity-dependent nucleon-nucleon potential which gives realistic energies for large nuclei are discussed, and two such potentials are constructed. One is successful while the other gives too large values for the surface and symmetry energies. The reasons for the differences are investigated. The potentials are used to find the energy-density relationship for the neutron gas.
