A general canonical Hamiltonian approach for singular Lagrangians with arbitrary order of time derivatives on the fields is presented. The BRST generator and the effective action is constructed. The formalism is applied to the analysis of the rigid string. The complete algebra of first class constraints and the BRST generator are obtained.
