Semi-analytical method to compute the three-dimensional plasma waves as caused by one directional electron beam having quasi-plateau distribution of velocities is shown as the extention of previous papers in which one dimensional plasma wave was treated.

For the application of this method to the type lII radio bursts originating from plasma waves caused by solar electrons, basic formulae for the radio emissions from the plasma waves are obtained. The fundamental radio wave is attributed to the scattering of plasma waves by thermal ions, the second harmonic to the coalescence of two plasma waves and the third harmonic to the coalescence of the second harmonic radio wave and the plasma wave.

Numerical analysis has been carried out on the one-dimensional quasi-linear relaxation of a group of fast electrons travelling through the plasma. It is demonstrated that the electron velocity distribution of fast electrons tends to be a plateau form exciting the electron plasma waves and that the p
