In this brief paper Ð an abridged version of the paper presented at the 1996 DSA Conference Ð I have outlined a sceptical view of the idea of institutional development, particularly as it has applied to the development of NGOs Ð both intermediary and service delivery NGOs. An alternative and bene®ciary-biased de®nition of institutional development is proposed. The practical implications for the application of this view are examined both from the point of view of donors and funded NGOs.
