SUMMARY:
A tall, thin Albino man, in various guises, appears in different parts of the world where he holds secret meetings with an array of agents. These agents believe that they are working for the French Secret Service, but are in fact on the payroll of a sinister crime organization known as the Magnate. They come from all walks of life -- the one thing they have in common is that they are all psychometrically linked to one another.The Doctor is on Earth and alerted to a cult that attracts an array of young, vulnerable people.
