β¦ Synopsis
A system of electrons confined in an inhomogeneous magnetic field in the presence of a nonuniform atmosphere of scattering particles is described at any instant by the distribution function appropriate to the situation in which no atmosphere is present. A generalization of the Fokker-Hawk equation is then derived for the evolution in time of the distribution function through t.hese rluasi-equilibrium distributions. An approximate solution of this equ:ltion is given for the case of electrons t,rapped in the earth's magnetic field.
