used; (iii) the councils' responses to the initiative; (iv) consultation and partnership-building and (v) funding. The findings of this survey, which had a response rate of 63%, clearly indicate a number of problems being encountered by most authorities faced with developing an LA21 strategy.

Against the background of this baseline information, the second stage of the research examines in more detail the approach used by selected authorities, widely seen as positively responding to the demands of LA21. On the basis of structured interviews with representatives of Croydon Borough Council, Gloucestershire County Council, Hertfordshire County Council, Leeds City Council and Sheffield City Council, this phase of the research provides an insight into how some authorities have sought to tackle the problems identified in the earlier study. The aim is not to suggest a framework through which local authorities can develop the initiative, as no single paradigm clearly exists. Rather it is to idenhfy some of the factors which may assist the process of strategy formulation and implementation in an area fraught with conceptual as well as practical difficulties.
