Een medewerker van een grote wapenleverancier komt naar Robert Renwick, hoofd van de anti-terreurorganisatie Interintell, met het verhaal dat zijn baas wapens aan terroristen levert en zelfs trainingskampen opzet. Hij vertelt Renwick over de twee lijsten van zijn baas: één met de namen van sleutelfiguren die onder druk gezet kunnen worden en één met namen van mensen die moeten worden geliquideerd. Renwicks eigen naam staat zelfs bijna boven op deze tweede lijst... Als de lijsten gestolen worden, stuurt Renwick agenten naar Djibouti, naar New York en naar Amsterdam waar men tenslotte een spoor vindt naar de luxueuze wintersportplaats Chamonix.
