Atlanta, 1948. Sous le mandat présidentiel de Harry S. Truman, le département de police de la ville est contraint de recruter ses premiers officiers noirs. Parmi eux, les vétérans de guerre Lucius Boggs et Tommy Smith. Mais dans l'Amérique de Jim Crow, un flic noir n'a le droit ni d'arrêter un suspect, ni de conduire une voiture, ni de mettre les pieds dans les locaux de la vraie police.
Quand le cadavre d'une femme métisse est retrouvé dans un dépotoir, Boggs et Smith décident de mener une enquête officieuse. Alors que leur tête est mise à prix, il leur faudra dénouer un écheveau d'intrigues mêlant trafic d'alcool, prostitution, Ku Klux Klan et corruption.
