✦ Synopsis

on the Federal Energy Regulatory Commission (FERC) after almost four years-seven months of them as chairman. As a turbulent year comes to a close, an assessment of his tenure at FERC seems in order. I followed closely his electric agenda and-by speaking and writing articles-helped to advance it. So I will offer a first impression that other commentators no doubt will refine as events indicate and judgments jell.

There's a birthday card that consoles for the passage of time with the observation that, "It's not the years in your life, but the life in your years." As commissioner, and briefly as chairman, Curt Hébert accomplished more than many who stayed longer.
