Charged particles in a random magnetic field are studied as a model of the fractional quantum Hall effect, and it is argued that it belongs to the same universality class a8 the integer quantum Hall effect We consider the limit of weak fluctuations of the magnetic field on a strong background field. It is shown that in two limits the random magnetic field is equivalent to electrostatic disorder, proving the universality of the critical behavior (i) in the lowest Landau level for arbitrary correlation length of the random magnetic field, and (ii) for correlation much longer than the magnetic length in any Landau level For higher Landau levels and short-range correlations there is no strict equivalence, but it is argued that the differences are irrelevant to the critical behavior.
