At the federal level, bypass is still an issue somewhat unresolved, and it seems to be this way primarily because much of the policy t not completely court-tested. In late October, I spoke with W. Henson Moore, deputy secretary of energy, at the convention of the Interstate Natural Gas Association of America, in Tucson, Arizona. In a conference in Houston less than a week later, Ispoke with Richard P. O'Neill. director, Ofice of Economic Policy at the FERC. Also at the INGAA conference, I spoke with two senior LDC executives4Vational Fuel Gas Co.'s President Bernard J. Kennedy, and Washington Gas Light Co.'s Vice Chairman Jeremiah K. Hughimoncerning what they were doing to avoid bypass.
