At the federal level, bypass is still an issue somewhat unresolved, and it seems to be this way primarily because much of the policy t not completely court-tested. In late October, I spoke with W. Henson Moore, deputy secretary of energy, at the convention of the Interstate Natural Gas Association of America, in Tucson, Arizona.
