The authors describe the political development in the German Democratic Republic (GDR) and other East-European countries that lead to the opening of the Berlin Wall. After this historical overview they describe the aspects of the economy and the labour-market and the expected further development.
In the third part of the article they talk about counselling relevant aspects and problems, describing the process of immigration and the problems that are connected with this for the individuals and their families. They differentiate two phases of this process: -General social needs.

Before giving perspectives on the future development they talk about methodological aspects of counselling the immigrants.
