Within t h i s co-operative a c t i v i t i y a NC-radial f o r g i n g machine as a possible workstation f o r i n c o r p o r a t i o n i n t o f l e x i b l e manufacturing systems was developed. Besides f o r g i n g o f c y l i n d r i c a l b i l l e t s t o approximate shape before f i n a l machining i n a mixed f l e x i b l e manufacturing system, i t also permits near net-shape production o f more complex geometries. The general aim i s production o f near net-shape components. One s p e c i f i c aim i s the economic production of stepped shafts by combined NC-turning. The paper d i s c r i b e s the NC-rotary f o r g i n g machine concept, i t s c o n t r o l and the concept o f a f l e x i b l e manufacturing c e l l f o r t h e economic production o f stepped shafts i n small q u a n t i t i e s w i t h emphasis on a complex computer program f o r process layout and c o s t estimation.
