The sharp decline in military demand with the end of the Cold War has tested the ability of defence companies to adjust their corporate structures and strategies to meet this external shock. The new political situation has raised strong research interest in corporate change and government policy: should governments intervene to help defence companies convert to civil production? Conversion policies are under intensive discussion in USA, UK, Western Europe and most pressingly in Eastern Europe and the former Soviet Union. The effectiveness of such conversion policies will depend on the capacity of defence establishments to change in general, and especially on managerial capacity to change, that is, the ability to create an alternative corporate culture.
