ABOUT THE AUTHOR

MICHAEL A. NEWCITY is a member of the New York Bar and is associated with the New York law firm of Shearman & Sterling. Mr. Newcity is a member of the Committees on Soviet Law, East-West Trade and Investment, and International Copyright Treaties and Laws of the American Bar Association. He has previously published articles relating to Soviet copyright law and has translated for publication a related Soviet taxation statute. His essay,"The Universal Copyright Convention as an Instrument of Repression: The Soviet Experiment," was awarded National First Prize in the 1974 Nathan Burkae Memorial Competition sponsored by the American Society of Composers, Authors, and Publishers.

Mr. Newcity received his B.A. degree from The George Washington University in 1972. While in law school he participated in a joint program offered by the School of Public and International Affairs and the National Law Center of The George Washington University which led to an M. A. degree in international affairs and a J.D. degree in 1975.
