This text is produced at a time when the Berne Union and European Community are examining the further international harmonization of copyright law. The purpose of the text is to re-examine the basic justifications for copyright, commencing with the UK Statute of Anne in 1709, the copyright clause of the US constitution of 1787 and the subsequent US Copyright Act of 1790. The study discusses the proposition that copyright is a just and proper concept, established and developed in the public interest, and explores the extent to which the notion of the public interest has influenced the copyright laws of several major jurisdictions, particularly France, Germany, the United Kingdom and the USA.
