Controversy in the Regulation of Formaldehyde

In December 1987, the U.S. Occupational Safety and Health Administration (OSHA) reduced the standard for occupational exposure to formaldehyde from 3 parts per million (ppm), averaged over an 8-hour work day to 1 ppm [OSHA, 19871. This is the latest but clearly not the last chapter in the lengthy saga of formaldehyde, a chemical of public health significance in its own right and a lightning rod for debate over general principles of carcinogen risk assessment and cancer policy [Perera and Petito, 19821. The regulation comes 8 years after the release of preliminary data by the Chemical Industry Institute of Toxicology showing that animals exposed to formaldehyde vapor developed cancer of the nasal sinuses [Swenberg et al., 19801; those data were corroborated by findings from an animal toxicology study conducted at New York University [Albert et al., 19821.
