We construct digital (t, s)-sequences in a prime-power base q for which the quality parameter t has the least possible order of magnitude. The construction uses algebraic function fields over the finite field of order q which contain many places of degree 1 relative to the genus.

We construct infinite class field towers of global function fields with asymptotically many rational places. In this way, we improve on asymptotic bounds of SERRE, PERRET, SCHOOF, and XING. The results can be interpreted equivalently as asymptotic bounds on the number of rational points of smooth al
