Consistent utility and probability assessment is outlined using the reciprocal matrix methodology of AHP. By analyzing the reciprocal matrix formed from the initial judgements, it becomes apparent whether or not underlying axioms of the measurement process have been satisfied. In some cases, a series of independent judgements may be adjusted and reconciled with the underlying axioms. In other cases, the methodology makes clear at an early stage in the decision process that the measurement axioms fail.
