Letteer explained that the reason for raising the security clearance level was due to the increasing interconnectivity of highly-secure intelligence enterprise networks with those that are less secure.

Letteer cited the Navy-Marine Corps Internet as an example of one such network. He also referred to the growing sharing of information between the Department of Defense and the Department of Homeland Security and plans to increase the sharing of information with other agencies external to the Defense Department as well as with "coalition partners."
