Congress participants were welcomed by Munich mayor Dr. Winfried Zehetmeier, who discussed the importance to Munich of effective use of the subsurface, both in terms of increased efficiency of city systems and the important environmental effects of reduced pollution and better land use.
Dr. Michael Langer, Professor of Mineralogy at Kiel University in Hanover, West Germany, and a pioneer in the field of engineering, gave the keynote address, "To Stay on Top--Go Underground." Dr. Langer reminded conference participants of the United Nations Secretary General's recognition, at the Rockstore '80 conference, of the subsurface as an important resource that must be treated with the care given to other resources. Underground activity in the developed nations in the past few years has involved the provision and rehabilitation of various types of infrastructure, while in developing nations the activity is directed toward providing basic water and sanitary sewer systems.
