Abstract
Malta, with its diversified freeโmarket economy, is an attractive location for international businessโin complex manufacturing (electronics, pharmaceuticals, software development) and in services (financial, gaming, shipping, information and communications technology [ICT]). With a wellโestablished regulatory environment now based on European Union (EU) laws, with a favorable tax environment and attractive government incentives, it is widely agreed that the presence of a skilled, loyal, wellโeducated and multilingual workforce is one of the strongest reasons to set up a business in this Mediterranean island. The smallest member of the EU, Malta is a wellโkept secretโit does not advertise and market itself as much as it perhaps could. Its size limitations mean that the existing Maltese window of opportunity will not be open forever.
