✦ Synopsis

The paper deals with concepts of the development of building heat engineering with efficient energy use in the USSR. The concepts have been worked out at the Research Institute for Building Physics in terms of the methodology of a complex consideration of the building from the energy point of view. The concepts involve the choice of main trends in energy-saving policy in the domain of construction, the energy concept of Code setting on building heat engineering, the choice of rational application of various enveloping structures according to climatic regions of the country, development of types of enveloping structures with improved heat protection and reduced material consumption, issues of computer-aided control of indoor microclimate based on mathematical simulation of non-stationary processes occurring in them, problems of qualimetric control of building materials, enveloping structures and indoor environment of energy-efficient buildings. Implementation of the concepts will enable the USSR to reduce energy consumption in newly built buildings by 25% by 1995 compared to those erected at present.

LARGE power development programme is being carried out in the USSR. We have diverse natural power resources in Siberia: vast and easily accessible coal deposits and good conditions for building cascades of huge hydroelectric power plants. These natural conditions make it possible to produce in Siber
