This paper presents a new public attitudes survey and a communications strategy developed during a 2-year period, during which a proposal for the installation of a unique cobalt 60 sourced sludge irradiator was being considered. This Sludge Recycling Facility proposal was supported by a plan that addressed knowledge needs of five target audiences -politicians, neighbours, regulatory and licensing agencies, city staff and future plant workers, and special interest groups.
