In this paper we compute the diagonal cohomology of the algebra Q of cohomology operations in the category of H--ring spectra, also known as the universal Steenrod algebra. Our methods involve results about Koszul algebras. It turns out that D\*(Q) is isomorphic to a suitable completion of Q itself.
