A lot of swrplus electricity is floating around. Today the average electric utility has planned long-term capacity to cover about 125 percent of its estimated long-term need. The figure is much higher, up to 200-percent coverage, for some utilities that are opening nuclear plants. This bountiful coverage is leading the utilities to do a number of strange rhings-even lower their ratesto keep the demand that they do have and to keep customers from cogenerating.
When a utility lowers its rates to keep a customer from cogenerating, the utility "buys out" the market for that customer's electricity. Such cogeneration buyout is rapidly expanding: the economics of the situation make it a good deal for both utility and cogenerator. By now, enough buyout contracts have been executed to note common features and safeguards, and the prudent cogenerator faced with such a contract wiU take these into account.
