A commentary on Videotaping Children's Evidence: An Evaluation* here have been longstanding concerns about the
T process of criminal prosecutions in cases of child abuse in general, and the welfare of child witnesses in particular. These concerns have been directed at the low rate of prosecution, pre-trial delays, the aversive experience of testifying and being cross-examined in open court and the relative lack of credence accorded to child witnesses. The first changes were introduced in the 1988 Criminal Justice Act, which permitted the use of the live television link, enabling younger witnesses to give their evidence from outside the courtroom. This eliminated the possibility of the child seeing the defendant in court while giving evidence, an experience which had intimidated and disturbed many child witnesses and which had, on occasion, led to children's evidence collapsing in the course of testifying. The Pigot Committee Report was published in 1989. It recommended that taped interviews with children be made as soon as feasible after a child had made an allegation.
