Child Care Policy and Law in Scotland
n his foreword to the White Paper Scotland's Chiuren-I R.oposaLr for Child Care Policy and Law, the Secretary of State for Scotland, Ian Lang, gives emphasis to the care of Scotland's children as one of our most important responsibilities. He heralds the White Paper as providing the basis for the reforms and developments needed for the continuous improvement of child care into the next century. He acknowledges that child care law is an essential expression of society's values, defining the duties and responsibilities of the various authorities concerned with the welfare of children, including those children who find themselves in trouble. It is against this declaration of intention and aspiration that the provisions of the White Paper and any subsequent legislation or action must be judged.
