Changing the Way We Market Gas
Raymond Plank n September 14, two Texas congress-0 men, Lamar Smith and John Bryant, introduced what may be the most important piece of legislation to the domestic natural gas business since Order 636. In fact, H.R. 2342-The Natural Gas Competitiveness Act of 1995accomplishes what 636 intended: to link the wellhead to the burner tip by providing producers open access to interstate transportation so that they can sell directly to commercial, industrial, and residential consumers.
H.R. 2342 would provide a safe haven under antitrust laws for independent producers to aggregate their gas in marketing cooperatives. Passage of this legislation will restore reliability, stability, and fairness to the natural gas industry by providing independent producers an opportunity to compete in the marketplace.
