Amendingaregulatory structurr that was instituted in 1988, the CPUC's new procuremeni rules represent an attempt to remedy some of the problem that have plagued marketers and suppliers in competing foi sales to LDC customers.
Unfortunately. as the CPUC has acknowledged, the new procurement rules are not a panacea for the ills of the competitive gas market in California. Only time will tell
