Burton and Hirshoren (1978)

express the view that the public schools should not be responsible for providing programming for children who are severely and profoundly retarded. Issue is taken here with that position, based primarily on the legal rights of all children to have access to the public schools. The practical functional definition of education is changing today, with schools consideled special learning environmenis for all children instead of agencies serving only a selected group of children.
